Did research on the subject of kids padding their reported heights. Thanks to the web, I was able to quickly view the rosters of about 18 large Eastern Missouri/Western Illinois HS teams, about 330 total players.

Notice how few are 5-11 and how many are 6 feet tall. There is also a scarcity of 5-9s. Could be some are reaching to get to 5-10

Lack of 5-11 could be that if a kid is 5-11 he adds an inch to be 6-0. And if he is 5-10 why not add two to be 6-0. Maybe they feel its too much of a stretch to go from 5-9 to 6-0 and if they list 5-11 they must be much shorter or they would have just listed 6-0. But it really doesnt matter. At some point and time the truth will be known. If you list the truth then you dont have to explain or worry about anything down the road.
I would not doubt that one bit. Hey this is not new and not just in baseball. When I was in College I played football. I was listed at 5'10 and I was 5'9. I cant tell you how many guys on our team were listed 6'0 and better that were 5'11. We went to a camp during the Christmas break at a D-1 school nearby. My 08 is 6'0 on the nose and 205. There were several players from this school helping out with the instruction. My son was eye to eye with several of these kids and a couple of inches taller than two or three of them. When I looked in the program that they gave us when we got there I saw that one of the kids eye to eye with my son was listed at 6'2. But like Ive said before it is really a non factor it is just the way it is.
