If you permanently attach the windscreen you need to make sure your fence poles are well-footed (is that the term?). If the ties don't break there is a danger of your fence coming down I've found out.

But if the posts aren't in deep and solid the wind blowing into the windscreen and fence (trapping w/screen against the fence) will have the same effect.
I have had good luck using a heavier 120# tinsil along the top and 40# down the sides and along the bottom. The heavy duty keeps the screen in place and the 40 #'s allow some flex or snap in stronger winds. you may occasionally have to replace the 40's but the 120's hold the screen in place. make sure to purchase the UV protected ones, I usually purchase from McMaster Carr online @ mcmaster.com.
