Man on first, pitcher attempts a pickoff and throws the ball ove the head of the first baseman. The runner jumps up and heads to second. Thanks to the hustle of the first baseman and a lucky bounce off of the fence, the runner is thrown out at second. Would you charge the pitcher with ans error even though the runner wasn't able to make it safely to second?

"An error shall be charged for each misplay (fumble, muff or wild throw) which prolongs the time at bat of a batter or which prolongs the life of a runner, or which permits a runner to advance one or more bases."

Based on the above, I'd say the answer is no.

The reasoning is consisent with the situation where a pitched ball gets by the catcher with no one on base. It doesn't get scored as a passed ball or wild pitch, because it didn't allow the runner to advance.
