Runner at first breaks on the pitch for an attempted stolen base. The catcher makes a good throw, the runner is clearly going to be out. The 2nd baseman drops the ball and the runner is safe. Is it a stolen base? Can you charge an error?

And is there a High School pitching rule such as in the major leagues that a starting pitching must complete xx amount of innings to get credited for the victory.

My understanding on stolen base attempts is that they are much like the second half of a double play. They cannot be assumed.

In other words even if the throw beats the runner and is mishandled or (and I know this never happens) if the catcher's throw is off-line and the runner would have been out assuming a good throw ..... No error is charged and a stolen base is credited, UNLESS the runner advances to the next base.

If the runner advances to the next base then an error is charged based on the cause.

As for the pitching "W" .... I have always heard the starter must go 4 complete.

Thank you, I will buy into both of those explainations. I am obviously wrong on the stolen base issue, I must admit. My thinking was that it would be an error, just like a grounder off the glove. (Which lead to this situation, a grounder off the glove is an error therefore you can assume an out?!? Or a dropped pop up?)

I have heard a couple of people explain it the same as you, which makes sense, I think?????
