Based on what happened with the Rutgers Basketball Program, a precedent has been set. He would be arrested for assault in my neck of the woods.

Certainly not acceptable, IMHO. Many techniques for coaching this that don't involve drilling the kid.
Where was the parental supervision of the practice? There should always be a parent from one of the kids supervising what is going on at a practice. I recall many days of leaving work early to keep an eye out on things...to protect both the players and the coach.
