I was looking at the NJCAA polls on the Collegiate Baseball website and I was wondering how they come up with the pre-season rankings. For example: would a team that won a National Championship be ranked #1 in the pre season polls based on last years performance or does the Baseball Coaches Association take into consideration incoming/remaining talent, coaching, etc?

I agree that the polls are most likely based on last year's results, but I don't think you can go by what happened in the fall. Most teams, and certainly Parkland, only throw their pitchers for two innings per game. Games often last ten or more innings with most players getting the chance to play. Records in the fall are meaningless as the better coaches use the time as an extended tryout.
Croll - IMO, there seems to be more fluctuation amongst JUCOs in the polls than with the four year schools. I don't know if this means JUCOs tend to be more balanced or if it's reflective of whatever voting process is used. In looking back at polls over the seasons for several years, many schools are in there one week and gone the next.

There are a two or three schools that seem to always make it however. I also think different polls use different methods for determining the list - thus the differences between polls.
A 'name' school such as Grand Rapids, probably gets the benefit of the doubt during the season, which means the school gets in the polls quicker and stays there longer. A non-name school probably has to win more games before getting recognized. The Collegiate Baseball News, while sounding impressive, is a pretty small operation that does a tremendous job reporting on college and high school baseball. Their resources are limited.

The good news is that the post-season tournaments resolve all doubts!
