For a high school team do you think it is better to have 2 players at each position on the varsity team or have a couple of rovers that still breed the competition with the starters?

HS team or other, I tend to think in terms of who can hit... more than competition at various positions. Best 9 sticks generally get shoe horned into positions, rather than best defensive spread getting shoe horned into the lineup. C, SS, and maybe CF can get a pass of course. But a good hitting so-so defensive guy will still tend to beat out the all glove no stick guy even in the middle of the diamond.
Put your best team on the field. If you have to sacrifice offense for defense don't sacrifice up the middle. Don't put guys in a position just so you can have 2 at each position. Put them where they help the team the most. They might be your best back up CF but if they make you better by playing another position that's where you put them. If players understand if they don't produce someone will get a chance to show they can that's all the competition you need. Good luck
You will probably have one to three positions with legitimate competition. I don't believe you need two players per position. Use your best players. You just need to know with shifting players every position has a backup. A fourth outfielder is enough for the outfield. If the center fielder is out the best remaining player moves to center. Chances are one player can fill in for the infield even if someone has to be moved to short. The only position you absolutely need two is catcher. But a backup catcher can usually play first.
