If you want some more personal contact, go to their winter camps and let them see you. When you say you got clocked at 83, was that where you topped out or where you actually threw most of the team. From what I've seen, you need to living in the 86-90 range to be even an average D-1 guy. At 6'2" 158, you have lots of time and potential to fill out and add the extra MPH!!
You will find that there are many top players committing to schools before July of their Jr year. Schools can not call you until July after your Jr year, but you can send them a letter, email, call (they can't return your call), or text them all you want. You can even visit them on campus in person outside of the dead period.
I don't think winter camps are very effective in many parts of the country unless they have indoor facilities, how many players are in top playing condition in the dead of winter. How warm is it in Buffalo, it was 15 degrees in Atlanta today!
Many school camps are money makers for the assistant coaches at the schools and some prospects come out of them but again, I would not suggest displaying your skills unless you are in top playing condition. There was one player who was saying that he attended a Puma tryout this last weekend, he was not happy because he did not perform well in the 60 due to icy conditions and did not grade himself well in his performance. This was in California!
In terms of velocity, I would certainly suggest that you work on conditioning, getting bigger and stronger to increase your velocity, but there are many RH pitchers that are not at 90 in college.
