If we're talking velocity and you want to go by the ones ('08 - '09s) that just attended the Perfect Game Underclass showcase, lets try:

90 mph – Tommy Winegardner (Riverdale)
87 mph - Tyler Hibbs

I was at the showcase, and those velocities are where they sat for most of the pitches. I didn't see Tommy throw below 87 for his two innings on the mound...smoke...except for his 77mph knee buckling CU.

Add into that the lefty Scott Silverstein who is now consistently in the upper 80s and you've got a nice underclass from this area.

Not to take anything away from the others mentioned and I'm sure there are others, but these three for right now are the top tier.
Don't forget about Sander Beck as one of the better 2008 just because he plays for a lower level (baseball) school. PG clocked him at 86 (twice) and rates him slightly (very slightly) higher than Silverstein (who is excellent also). Not trying to comare the two, only saying that Beck is worth watching. He is college size already and only a junior. Some school is going to get a steal with him.
