3rd base pick off feint

Playing in a 15U event under NFHS rules this weekend, with a runner on 3rd only, a right-handed pitcher faked a pickoff to 3rd and did not throw the ball. This was not a 1st/3rd situation. I've looked at my 2015 NFHS rule book and cannot find an answer if this is a balk or not. Isn't a feint to a base without disengaging the rubber a balk?

No. In FED, it is only illegal to feint to first while engaged.

For future reference, if you can't find a rule making something illegal, it's probably legal.

A fake to 3rd (or 2nd) is LEGAL in NFHS. There may or may not be a runner on 1st. It doesn't matter. The fake to 3rd is legal. You will find this in the NFHS CaseBook under Rule 6.
