A coach from a local juco emailed me and asked me if i made my decision of where i would be playing and attending school next fall. He also said he was still interested in seeing me play for the college next fall .

It was a phone call , and the coach said he doesn't have any scholarship money left but has a shortstop that is most likely not going to be returning back to that college so if he leaves he said he will . I have not made a decision yet the coach said he was interested in seeing me play for him and asked if i made my decision for next fall .
Sounds like he's interested in you although it seems like you're a little bit of a back up plan for the shortstop leaving. Nothing wrong with that.
I guess the next question is how interested are you in them? Could you afford the school without a scholarship in case the shortstop does come back?
The only way to really find out what's going on is to talk to the coach and ask him to lay it all out there so you can give it serious consideration.

I am a Outfielder, and he said he likes speed and liked that i ran a 6.5 60 yard dash. I am very interested in the team, the coach told me and my mother he was very interested in me. Since its a in state juco the tuition is very affordable. I asked him if i gave him the ok that i would play there what to do next. He said to apply for the school online and register for my classes

If that's the case then it looks like you are officially over with the recruiting process......well for two years when you have to do it again to go to a four year school LOL.
Either way - if this is what you want then congratulations. It's hard work but the experience and friendships you will make playing college baseball are amazing. You are going to love it.
