I have a question regarding the proper procedure to make an appeal under OBR. I know the ball has to be live, and the team making the appeal only has one attempt.
Here is the situation - runner misses 3rd base. The 3rd baseman is yelling to the coach, pitcher, etc that the runner missed 3rd.
How do you make the proper appeal? My understanding is the pitcher must toe the rubber, step off and throw to 3rd in order to make a legal appeal. Where in the OBR does it state this procedure?
With the ball still live could the 3rd baseman announce to the ump that the runner missed the bag and with the ball in hand just step on 3rd? Would this be a legal appeal?
