Ok I am watching the Reds vs. Diamondbacks game and a D'back runner tagged up and went to third base. The commentators said he left early and the Reds manager (Jerry Narron) noticed it to so he yells for an appeal.

The fielders looked around and then tossed the ball to second and stepped on the base for the appeal (like in high school). The ump motioned he did not leave early (the safe sign).

I thought in MLB the pitcher had to get the ball on the rubber and step off and then throw to the base.

When did that change?

No rule change here. As long as the ball remained live (no time out called) at the end of the play, the defense can appeal by tagging the base left too soon or the runner in question.

If the ball became dead at the end of the play due to a time out or ball thrown out of play, then the defense would have to return the ball to the pitcher to have the ball put back into play before the appeal.

Under NFHS (Fed) rules the defense can appeal verbally while the ball is dead. Under OBR, The ball must be live at the time of appeal.
