Seriously, it's all about smoothness. Practice doing the entire motion smooth- no stops, jerks, etc. Everyones timing, stride, release point etc. is a little different.
Toss the ball to yourself and then throw it as if you are turning a double play. Do that a couple of times then go to the mond and pitch. Rinse, repeat.
Here is a vid of a kid working with a former mlb catcher, several drills in there, he was working on timing issues that day so many of the drills are oriented that way. http://www.youtube.com/watch?v...=channel_video_title
I would consider videotaping yourself (or your child if that's who you're referring to) throwing a few pitches and then break down your pitching motion step-by-step. Go through your motion slowly stopping at each step and making sure you are completely in sync. For example step one is your short step back or sideways. Step two is sliding your foot next to the rubber. Step three is lifting your leg and breaking your hands, etc. Make sure you pause for a good 2-3 seconds and take not exactly how your body is positioned. I'll keep searching for some drills for you, but for now that's what I recommend. Cheers!
