I will try and give a bit of guidance.
First, speaking a second language will be a huge help as a scout, from what I have learned. Spanish is a plus.
Second, MLB does offer a scout school in Sept/Oct of each year. The problem is getting access to the school. Each team can send two candidates and then MLB also selects attendees. It is very tough to get on the list for as one of the teams selections.
Unfortunately, I do not know how it is done with MLB and/or their scouting bureau.
There are some private programs offered on gaining the skills to become a scout. You can find them online. They are not cheap and it isn't real clear how successful they are.
Bottom line, you need to aquire the skills to be a scout. The MLB scout school is the best for that. You may want to contact the MLB scouting bureau to see if they will provide information.
That is exactly what the job of an associate scout is. You id players you believe the scout in your area that you work for will want to see. You fill out a card on them and forward it to your area scout for your org. Basically you ID players and gather information on players for your boss.

I am in my 3rd year as an associate scout for Tampa. I have had a couple of kids sign pro contracts that I have made the initial contact with. For this there is a payment made to you. Outside of that there in no pay. If you know a full time scout approach him and see if he would like your help. Good luck

Are you a coach in Texas? I played high school and college ball in Texas, I also played in The Cuban League in Dallas, this was a premier league. I'm bilingual(spanish & english fluently). Can you put me in contact with someone?
