That would make him wrong. If you step off you can do what you want in any code.
This a case where you could protest. The question was asked a little bit ago about is a balk a judgement call or rule interpretation. This is a rule interpretations made incorrectly so it is protestable.

I had the high school ump at todays game tell me that the pitcher can step behind and even raise the ball to throwing position...but he can NOT fake a throw to first period. He says it is a high school rule.

Contact his assigner. If he agrees with this incompetent, ask for the rule reference.

I agree, call his assignor. If no satisfaction, then call the state office and get a ruling from the state interpreter. There are some very fine umpires in NC and I imagine the state guys should be pretty good.

MST and I, as trainers of HS umpires, just hearing this type of stuff makes my head spin.........

No one is teaching it. These guys are idiots who don't know the rules, don't attend clinics and JMSU. They appear at every level in every state. When you partner with these guys make sure you debrief them and then let the head of training in your assoc know about it.
