In a H.S. Varsity game, Team A has runners on 1st and 2nd. Team B has a left-handed pitcher. Runner on first is not being held on base. Pitcher has come set and begins his motion toward first thinking the first baseman is going to break toward the bag and pick the runner off. Pitcher realizes that first baseman is not breaking to the bag and throws the ball down to the ground about 5 ft in front of him (the pitcher). I called a balk because my understanding is that a pick-off throw has to go to the bag. I'm seeking opinions on this one.

Sounds like a balk to me, for starting a motion towards first and not completing the throw.
