Situation was runners on first and third.
Balk called..Batter steps out with one foot and raises his hand, umpire does not grant time, pitcher stops in mid-motion and the umpire calls BALK.
My thought is that the batter cannot commit an act to cause a balk, Rule3-3-1 o; my question is two fold am I correct and is there a case book scenario?

Is it the same for OBR? I assume OBR 4.06 a (3) would be the applicable rule, no batter shall call time .... for the obvious purpose of making the pitcher commit a balk.

My question with this is what if it's not obvious intent on the batters part, just that he's momentarily clueless. I've seen it happen, everyone seems ready to go, pitcher starts, then batter steps out to get a new sign from the coach and pitcher stops.
