Balk Confusion

After reading a number of posts on this website I am very confused. Can a pitcher, without stepping off the rubber, throw to a fielder who is not covering a base with a runner on it? i.e. Runner on 2nd and the pitcher does an inside spin move; but neither 2b or ss are covering so he goes ahead and throws to the ss who is in his normal position. Some say this is a balk and others are saying it is not. I was under the impression that pick off throws had to go to the base.

Not a balk at 2B or 3B. Is a balk at 1B unless the fielder has a legitimate chance to retire a runner.
