If the base umpire calls a BALK when the pitcher starts his motion is the play dead? What is the rule? We have some discrepancy about the following events after the pitch has been thrown.

Federation Rules it is a dead ball, no pitch.

and in OBR and NCAA the ball remains alive until the pitch/play is concluded. At the end of the following action if the batter and all runners advanced at least one base from the TOP then all action stands (including any outs that occur beyond the would-be awarded base[s]) and the balk call is ignored. But, if the batter or any runner does not safely advance at least one base then the ball becomes dead and the balk penalty is applied.
Basically, NFHS its immediately dead and NCAA/OBR it is conditionally dead.
