Is there a rule that says a pitcher cant have his glove above his chin when pitching from the stretch.

Yes. NFHS Rule 6 Section 1 article 3....For brevity I'll paraphrase...
From the set position, the pitcher shall ......
Come to a complete and discernable stop with the ball in both hands in front of the body and his glove at or below his chin.

I balked a pitcher twice last night for coming set with the glove above the chin. Of course both times I got to have a chat with the pitcher's coach wanting to know why I am the only umpire calling that balk. I responded that my abilities had been fine tuned just for his game and thanked him for noticing.
