Line drive to left center; CF throws to SS, who throws to first to get runner heading back to first. Umpire is out of position, gets hit by the ball and it rolls into the duggout. Runner is awarded two bases, ends up on third. Verbatim explanation: "if the first defensive fielder to touch the ball overthrows, it's one base; if the second fielder to touch the ball ovethrows, it's two bases".

Is this right?

No, the only time it's a one base award is if by an in contact pitcher, e.g. pitch goes by the catcher and bounds out of play or a pick-off attempt sail OOP.

A throw from a fielder is a two base award.
Sometimes from TOT (time of throw) and sometimes from TOP (time of pitch).
Your situation was time of throw.
Time of pitch award is only on the first play by and infielder.
