I know a lot of baseball umpires also referee basketball during the winter.

During this weekend's conference tournaments, I heard one announcer say, on a rebound, "if there is no block out, there cannot be over the back."

Is this true?

Never trust an announcer to know the rules in any sport.

Any player (offense or defense)is entitled to the space within his vertical plane. If a defender violates this "principal of verticality" and causes contact with the offensive player (e.g., "over-the-back"), it is a foul. Blocking out has nothing to do with it.
