This happened in a New York / Penn league game. The runner on second base is attempting to steal third base while the batter is swinging and missing the pitch, after a short delay the umpire sent the runner back to second and the same batter continued to bat. The home plate umpire said it was batter interference. I think somebody should have been out either the batter or the runner.

High School Fed rules (backswing interference)carries the same penalty as regular batter's interference.. the batter is out and runner returns... and if the 3rd strike the runner is also out..
Where does it state in the federation rule book that the batter is out for his backswing contacting the catcher? I haven't been able find that rule. In the Jaksa/Roder manual, The Rules of Professional Baseball, he lists rule 7.3.5(f) as the reference, however, my 2010 rule book does not have that rule. I have rules 7.3.5(a-d). So either that particular rule was removed in 2010 or my rule book is missing some rules. Thanks.

7.3.5 SITUATION F: With R1 on third, one out and two strikes on B3, B3 swings at and misses the pitch. The ball bounces off F2’s glove into the air, where it is hit by B3’s follow-through. The ball rolls to the back stop. B3 reaches first base safely and R1 scores. RULING: The ball is dead immediately. B3 is out for interference and R1 returns to third base. A batter is entitled to an uninterrupted opportunity to hit the ball, just as the catcher is entitled to an uninterrupted opportunity opportunity to field the ball. Once the batter swings, he is responsible for his follow-through.

I think you are confusing 7.3.5 with 7-3-5.
