SITUATION: Runner on first, EH at bat, but no EH was allowed in the league, thus an illegal batter was at bat. The count grew to 1 - 0. The opposing coach brought this to my attention, and I said that because the batter had not completed his at-bat, the correct call was to sit him down and allow the proper batter to assume his position in the box and take the count of the prior hitter, thus there would now be a runner on first base, one out, and a count of one ball and no strikes. According to National Federation High School Rules, did I call this correctly by switching batters and not calling out the batter that was batting out of turn?
