I am with Fenway on this one.     One person, a limited number of scores, you really can't supervise every step in the data entry process in a busy admissions office. ( Emory's 'confession' of data fudging went deeper, I think.  And also Pomona College.)  
 
In any industry there are people who will cheat or fudge. Not saying its right at all, but it doesn't mean that it reflects poorly on the whole organization, as long as the organization self-reports it and takes appropriate actions.
