California is proposing to allow college athletes to be paid for their name, image, or likeness. This bill if passed and executed would cause California Colleges to become ineligible for NCAA playoffs according to Mark Emmert. How would this affect the NCAA landscape?

A bill can be passed allowing payment. But it doesn’t mean the colleges have to follow. NCAA participation is a cash cow they’re not walking away from. However, if the bill passes its exposure may reheat the discussion and eventually make something happen involving compensation.** The problem is in the big picture compensation is very complicated. There are so many moving parts.

That was my thought. Can colleges in California say no way? Or could a sport say no even if another sport at a college said yes? I will agree that there needs to be something done but not sure what the answer is. I think the answer in some sports is more scholarships but in others it may be something different.
I know we have a few lawyers as members. Why does California actually need a law for this? Isn't this just an CA institution vs NCAA issue? Couldn't CA schools just choose to allow SAs to get compensated for their "own name, image or likeness", and face the consequences with the NCAA?
Having the law behind them might give the California schools some backup if they challenge the NCAA on the issue, instead of just going solo?
