8-4-1-h has nothing to do with the force play slide rule (8-4-2-b). 8-4-1-h says the
batter/runner is out when another runner (or retired runner) interferes to prevent an obvious DP. It gives the umpire the discretion to call a DP if, in his judgment, the INT prevented one.
The FPSR is an automatic DP regardless of the likelihood of it occurring or whether there was even an attempt to complete it.
