If I understand correctly every time a stolen base is awarded it counts towards the catcher's percentage regardless whether the catcher was able to make a play or not.

In your dropped ball by the infielder scenario the official scorer could score it as an error for the infielder and not a stolen base. In that scenario I think it is scored as a caught stealing for the catcher and error allowing the runner to be safe.
Its a bit like wild pitches, its nice to know the rule but if the scorekeeper has no idea or isn't paying attention, its not very helpful...which is usually the case. Many of the catching stats even at the college level are not accurate.

In college, my son recieved passed balls on pitches that didn't make it to the plate and even one that went behind the batter Confused
