On CI is the play killed as soon as it happens or does the offense have the option to accept the play as it unfolded?

Example from tonight

Batter swings and pops it up. 1B comes over and makes the catch. Umpire says it was CI and gives the batter first.

Obviously this is correct but......

Batter swings, hits the catcher but lines the ball into the RF gap. How would you rule?

Is the play dead and the batter gets first?

Do you let the play happen and if the batter reaches second do you ignore the CI?

Do you let the play happen and batter gets thrown out at second - do you put him at first because of the CI or does it fall under the "Tough ****" policy?

I'm thinking it's a dead ball no matter what happens and the batter gets first.

Dang - wrong again. You would think I would get used to this as much as it happens.

So in the scenario where he gets thrown out at second the coach can still choose to take the CI and put his runner at 1B although he got thrown out at 2B? Just making sure I understand it.

Also, does the ump say CI or anything else at all?

The proper mechanic is to call the CI when it happens (point at the catcher and call "That's interference") and let the play continue. As jkk has said, if the batter reaches 1st and all other runners advance at least one base, the INT is ignored (no option for the coach). If the INT is not ignored, call time at the end of playing action and enforce the INT. Batter gets 1st, return runners unless they were stealing on the pitch. If the coach wants the result of the play, it is up to him to inform the umpire.

FED wants me to handle it differently. They want me to call the CI, then run around with that silly - and completely unnecessary - DDB signal (extended arm/fist stuck out to the side) until the playing action ends. Then, if the coach has the option, I am supposed to ask him what he wants to do, even though the rule specifically says the coach (or captain) shall inform the umpire of whether or not he elects to decline the penalty and accept the play.
