I don't believe there has been a change in the rules recently. If he hasn't transferred from a 4 year school before, and meets basic academic and character requirements, any player at a 4 year school (D1, D2, D3, NAIA, or unaffliatated) may transfer to a D2 or D3 institution without serving a year in residence.

A baseball player who wishes to transfer to a D1 school typically does have to serve a year in residence before being eligible to compete. However, there is an exception that may apply to players who have received no athletic money and who were not recruited to their first school. I suspect this is not a common scenario, because most players who feel that they can realistically play at a D1 will have been recruited to a D3.

How on earth did reach those conclusions? Baseball players who transfer to a D1 generally have to sit out a year. And, a player at any NCAA or NAIA school needs a permission to contact in order to talk to a D1 or D2 coach.

Both of the above statements are covered in the document you linked. Permissions are at the bottom of page 9. Four-four transfers are covered on page 19. Note that baseball isn't one of the sports that allows the one-time exception for D1.

Note, however, that the document "Transfer 101" isn't the rules, and paraphrases the rules only partially. The actual rules are in the three Division Manuals. The exception I mentioned in my first post is an example of something that Transfer 101 doesn't cover, but the Division 1 manual does. (See 14.5.5.2.10.2)
