The Southern Section (finally) posted the new playoff divisions, under its "competitive equity" approach, using the past two years of performance. On the one hand, Division 1 has a lot fewer teams than previously (42 now vs. ~70 before); on the other hand, it's even more loaded now.

The Trinity League has 5 teams in Division 1 (and its other team in D2), and the Mission League has 4 teams in Division 1 (and two others in D2) and Foothill League also has 4 teams in Division 1.

Edited to add: the playoff groupings are actually a ranking of the programs, from #1 to #489, so it was quite an undertaking.

That's the way they used to do it. Last year D1 had about 70 teams, and so did the other divisions. In fairness, winning the D1 title with those 42 programs in it is crazy hard -- or, perhaps a better way of putting it is the difference between the top and bottom teams in that division is not that great.  At least it's not as bad as football, where the Southern Section put a grand total of 18 teams in D1. 

I do like the fact, though, that now a team is placed in a division based solely on its own performance, and not solely due to the placement of its league, which was the case before.

It was done in this manner to eliminate tons of wild card games and to help reintroduce the at large team.  For example.....2 years ago Santiago was ranked 20th in the state but did not go to the playoffs due to the fact that they finished 4th in their league.  Although you have a point stating that team are "screwed"  if you were to look at the teams tons of the teams are not even playoff teams.  In each division there are "Automatic qualifiers".  These are teams that are year in and year out playoff teams.  For example, in D2 there are 29 teams that are automatic qualifiers.  This means, theoretically, there will be 3 at large teams.  Doesn't mean it will happen but that is the theory.  The further you go down in divisions they are filled with teams that do not make the playoffs in any way shape or form.
