Several brands make shoes with some re-enforcement on the toe cap. I know Mizuno does on some of thier models.
Also, you may want to try Shoo Goo. You can apply it as thick or thin as you want. It's not as heavy or cumbersome as the caps. If you drag hard and apply thin, you may have to re-apply regularly but it's still cheaper than the alternatives.
Dragging your foot is natural and is part of creating hip seperation which adds velocity rather than taking it away. id doen't slow down your hips, rather than help them fire through with correct timing. Rodger clemens, tim lincicum, greg maddux, nolan ryan, and david cone to name a few, all drag their foot when they pitch.

there is tim lincicum slowed down. he has a huge drag line. which, along with his unusual flexability, is why he can get such crazy hip seperation and throws so hard for his size
