Well, these are high school kids, the limits and rest run as follows:

I think they are reasonable - definitely probably more restrictive than almost any other state. Yes, you can have a kid pitch 110 pitches on Monday and be back out for another 110 on Friday. JV limits are lower. These numbers are not appreciably different than Pitch Smart Guidelines other than an extra day's rest (which I think ours should have as well).

Even the Pitch Smart guideline would only make it 4 days. Additionally, in Colorado, most schedules wouldn't have the opportunity to go on three day's rest very often. Where this will get fun is in the playoffs. I can see a lot of teams working the pitch count on guys and using the limits as more strategy than safety precaution.

While I think pitch counts are better than the alternative, this is the worry I have with pitch counts - you will have coaches use it as a crutch rather than make individual determinations as to the proper individual pitch count. "Well, I didn't do anything wrong throwing Johnny 110 pitches on Monday and 110 on Friday. I was within the limits set by the state association. They think that's safe enough."
