Have been reading another college baseball website in which there is a thread about composite bats being altered or tampered with. One college coach maintains it's cheating and will be looked into by the NCAA. Some people think this is resulting in 500' home runs.

After reading this I found several companies on line that will shave your bat or roll the composite bat to break it in,therefore, making it more powerful.

Is this really a problem or is this coach exaggerating?

This is true, but the same types of things can be done to an aluminum bat. For example, you can go to your local auto parts store and buy a brake hone. You pop the end cap off the aluminum bat and go to work honing the inside of the barrel. Pop the top back on and you have a much hotter bat.

All composite bats get hotter as they are used. This is why some slow pitch organizations have altered their testing to include a bat that has been "broken in".
