This rule has been around awhile. It definitely handicaps summer league coaches/GM's when it comes to recruiting players. What you may see is more summer league league teams hiring JUCO assistants (or retired college/pro guys) as their coaches so they can recruit JUCO players. Forest City in the CPL was able to pick up several valuable JUCO players last summer because none of their coaches were affected by this rule. Columbia in the CPL has a retired pro guy as their coach this summer and is already picking up JUCO players. Florence originally hired a JUCO guy to be their head coach but lost him to MLB.
Summer teams that want to be competitive have to at least consider going with a JUCO staff.

I understand the rule but it seems like typical NCAA overkill. Simply prohibiting signing with the school of a summer league coach would do it, but as it is, NCAA assistant coaches' summer job opportunities will diminish, or placing JUCO's will be more difficult.
