Are there rules restricting JUCO players from playing for 4 year school coaches in the summer leagues? If so, are there specific teams with JC coaches only.

No rules I am aware of. They are treated like any other 4 year college player as far as I am aware of. My son had juco teammates in both the Valley and Coastal Plains League.

There may be a recruiting regulation against "paid" college coaches, coaching JUCO or high school players.
A 4 year college coach was asked to coach at the Northwoods, but had to turn it down because the team already had some JUCO players committed to the team.
