True FBM - many commit to D1 programs and also to JUCO...but primarily those that are considered to be draft prospects. I imagine there are some that provide verbal commitments to multiple schools at the same level...obviously a risky endeavor. Even after signing day, an athlete can make multiple commitments. I don't think committing to multiple NCAA schools is commonplace, even if it is "legal". The D1 and JUCO situation is relatively common.
Despite the rule changes, an athlete remains draft eligible if he attends a JUCO, so there is an opportunity to improve his draft position by foregoing the 3-year commitment. I do not necessarily support either path -- it is obviously a decision that requires sound advice. "Advice"? -- now that's a subject for another topic -- the role of the advisor. Smile
