I think he is questioning the rules and how they may apply to students outside the immediate graduating class. i.e. They are allowed to call your son, but calling a 2014 at this point is an NCAA violation.
Your travel coach or HS coach will let your son know to call the school and the offer will be made over the phone.

Nothing in writing...just a handshake agreement till signing day. With that said, these seem to hold pretty true since PG and others actually report the player's verbal making it a little more difficult for both the school and player to back out.
The rules regarding written offers were recently tightened up. A written offer can only be made on or after August 1 of the player's senior year. (13.9.2.2)

A school can make a verbal offer at any time, and if they want to do so, it can be done by phone or on a campus visit. As CPLZ says, a coach can't call a 2014 now, but the coach can ask the player to call him via email or by communicating through a travel of high school coach.
