Among the baseball rules and resource books I own, the Baseball America Directory is one of the best. BA prints a directory of everyone in baseball from MLB on down to D1-D3 NAIA colleges.....names and addresses and phone numbers....

It is published every year and although mine is a few years old, if you need a name I'd be happy to supply it.......
Writing to each Major League organization's scouting department and asking for your letter to be forwarded to the area scout in your region is the best way to contact scouts. Sending information to the Major League Scouting Buruea gets to scouts who communicate with all 30 clubs.

While the BA Director lists the scouts, it does not give addresses. Scout addresses can be found by purchasing the annual Baseball Blue Book.
