What are the player's options to transfer to another college after second year? What is the timing if player wants to transfer after second season? Can he play right away or due to NCAA rules he has to sit out for a year?

Generally, you're playing by the rules of the division that you're transferring into. Are you talking about another D3?
He can play right away if he goes to another D3? I'm looking for rules on transferring to any division. I guess if player already completed 2 seasons that JUCO is not an option.
Yes, under some (most?) circumstance he can play without sitting out one year at D2 or D3. But the details are important. JuCo might be an option but might not make sense academically. You can do the research yourself, or get the advice of a professional. I recommend Rick Allen at Informed Athlete.

In D3, athletes have the option to self release. It is not a good idea in my opinion, but it is available. You also have to be careful of the conference rules if you attempt to transfer in conference.
Remember coaches talk. It is a small world.
I'm curious to know how one goes about getting onto another program, its early in the season and he will see how it goes. I know there are rules to get permission to speak to other schools, but when do you do that? Thanks for your help and I will contact Rick if I have to. I've seen his name on this site.
In my opinion this is not an area where you want to tread without advice. Imho it is probably too late for this year. Have you looked at the transfer rules for D3?

Yes, its very confusing, hoping to get someone on this site who actually experienced it. Too late for this year, trying to plan for next year.
I would reach out to the NCAA, many members on this site have done that. I have nothing else I can provide, sorry. Luckily my son never had to go through that.
One of my son's D3 teammates participated in fall practice and completed the fall semester of this school year. He transferred to another D3 (different conference) for the spring semester and is playing baseball for that team this spring. I don't know the details of his situation, but he didn't have to sit out at all.
There is no sit out rule that I am aware of for D3. But the rule does exist at the conference level. So if you move in the same conference you may need to sit.
