Dead arm is normally described as the time in the spring when pitchers are ramping up at 2-5 weeks into the season they start to fatigue a little.

As a young pitcher you should be shutting down for 12 weeks or so each year and maybe now is the time. It is really difficult to pick a time depending on your age and yr in school since so many important events happen in the fall so think it through and make a shut down plan. When you don't pitch alot your mechanics may also tend to drift also so your coach probably picked up on a flaw.
yeah my plan is kinda to take a solid week off from all throwin but do the throwers ten 3 or 4 times and just kind of relax workout run etc. then next week i am going to start throwing light bp to the guys so kind of slowly getting back into it and then long toss and around christmas i need to be back on the mound because i do have some mechanical problems that need to be worked out. and i am thinking about throwing with a throwmax (http://www.throwmax.com/) just to make sure my normally 3/4s arm slot is back
not when im pitching or long tossing ill just use the throw max when im throwing bp just to make sure im back to normal. and ive video taped and the main thing i see is that (and confirmed by my oach) was that my front side was coming off and i was not getting on top of the ball. so basically my front side was flying open and i was losing all the power from my hips and basically just slinging the ball instead of corect mechanics
I'm with the rest of them and say toss the throwmax. When I hear of the throwmax I automatically think of the movie Tin Cup with Kevin Costner and Renee Russo. When Russo comes for her first golf lesson and has that hat with a ball hanging off it and the thing she puts on her arm that does look like a throwmax and he says toss it.

If you want to fix your mechanics then find a full sized mirror (head to toe) and get in front of it and go through your mechanics. Watch your arm slot and watch where your front arm goes. Even with the tuck the chest to glove philosophy your glove arm is going to go backward (or however you want to phrase it). The path it takes will be the opposite path your throwing arm takes.

The time you spend in front of the mirror should be when you are letting your arm rest for at least a month. Then get back on the mound with a video camera and go about 3/4 speed concentrating on mechanics. By then you should be able to jack up the speed to full force.

Some people freak out when their mechanics start breaking down and think that they will never get them back. Your body remembers how to throw and will get back to where you want fairly quickly. The reason why mechanics break down is a tired body or a lazy mind. I don't think you have a lazy mind but I think you got a tired body.
