Consider this situation.

Major League game is called because of rain after 4 1/2 innings with the home team ahead. So it's a complete game.

Home team starting pitcher went all the way. Obviously he gets credit for the win, right?

Here's what the ML rulebook says:

10.19 (a) "Credit the starting pitcher with a game won only if he has pitched at least five complete innings and ..."

So that paragraph doesn't apply.

(b) "In a five inning game, credit the starting pitcher with a game won if he has pitched at least four complete innings and his team not only is in the lead WHEN HE IS REPLACED but remains in the lead the remainder of the game. (caps are mine)."

Since here he never got replaced it seems like this paragraph wouldn't apply either.

And that's all that's mentioned about starting pitchers getting credited with a win. From here out, the rulebook addresses relief pitchers and losing pitchers.

I'm not trying to nit-pick here ... obviously the intent would be for the starter in this situation to get the win. But is this an example of a situation that's not specifically addressed by the rule book?

Credit the Home pitcher with the win.

You're not overlooking something but perhaps misinterpreting a bit.

True; the wording could be better. The fact that it says "when he is replaced" connects to the pitcher only pitching the minimum 4 complete innings required of a 5 inning game . If the pitcher goes the full 5 innings, he gets the win.
