Funny way of saying it, but yes, the inning ended on the initial tag play. Because that runner was still being forced, the runner from third does not score, even if he touched home before the tag play was made. There can be no double play, since the inning ended at the moment of the tag, and thus, everything after that was superfluous.
Usually, yes, one would expect the fielder--in this case the 3rd baseman-- to be well away from 2nd. But in this instance, he was not. It was a Barry Bonds defense with the 3rd baseman covering the hole. But that's not really relevant to my question. I guess what I want to know is this: is the runner on 2nd out when he fails to leave the base on a force? And if so, at what point is he out? When the defense steps on the bag or when the runner is tagged?
When the runner at second (R2) is forced, he is out when he or 3rd base is tagged before he reaches 3rd.

In this example, R2 is out when tagged, R1 is out when second base is tagged, and the inning is over. Tagging R1 after second was tagged has no effect.

If the order of events is reversed, and F5 tags second (making R1 out), the force on R2 is removed, and when he is subsequently tagged, he is still out unless he is touching second base. However, this is no longer a force out, and R3 conceivably had time to score before the third out of the inning.
