You cannot be drafted after starting at a D1 until your Junior year or you have turned 21 years old (and I believe you can turn 21 by August 15).
For the uninitiated...
Navy's Oliver Drake wasn't eligible for the Naval Academy right out of HS so he attended the Navy prep school for one year (not an uncommon route for admission). This means that by the end of his sophomore year, he was 21. At a service academy, you may leave the academy at any time up until the first day of your junior year without owing any military commitment.
Where it gets interesting, is that Navy was the force behind having the Army's Pro Service option for athletes rescinded just last year. With Drake seeing that, he opted to let it be known he would go pro since Navy was drawing such a hard line on Academy graduates being allowed an exception to play pro ball. Hence Drake was drafted and signed by the Baltimore Orioles...and Navy without its best returning pitcher.
