Sounds to me as if what they are discussing sounds less like "reform" and more like "how do we keep bonuses down so more money is available for the current major leaguers."
That is what unions do - try to feather the nest of the current members. Owners, in this situation, have mostly similar interests. So next time the CBA is renegotiated, it will almost certainly be to the detriment of the amateurs in the draft.
If they do reform the bonus structure in the draft maybe they can find some dollars to increase the pay of minor leaguers. Most of whom don't get the big bonus and then have to live on about $20K a year while pursuing their careers. These are the ones being taken advantage of IMO.
There's going to be reform, but not in a way that's going to help pay minor leaguers or properly compensate once-in-a-generation talents like Strasburg. Not only does Selig want a bonus cap, he wants the right to draft any promising player in the world. The ability to draft 16-year-olds whose families live in shacks and who most certainly won't hold out for wages commensurate with their talents will hold down bonuses more effectively than a cap ever will.
It's a good thing there are enough college baseball scholarships available to give kids the option of playing and getting an education. Oh wait.
I think it's a huge mistake to assume that money not spent on player's in the draft will somehow find it's way into the pockets of current players (MLB or MiLB). My guess would be that nearly all of that money will stay in the pockets of the billionaire owners.
