I finally got an answer from someone at the schools who understands the program.
As it turns out, what it means is that you are conditionally accepted into the 4 year school. After you graduate from the 2 year and have a certain GPA you are automatically admitted to the 4 year and all the credits transfer. It is not until that time that you then become a ‘student’ of the 4 year school.
So, I’m guessing since you are not ‘officially’ a student at the 4 year that if you graduate in the Fall you would not be eligible until the following year for baseball. I am still waiting for a response to that question from the schools.
If you're talking about the agreement the community college programs have with Temple there isn't a sit out period. The acceptance is contingent on performance. It's the same as playing at any JuCo and moving on to Temple. The Penn State satellite campuses have the same agreement with Penn State.

If I have this right, another thing to consider is your son good enough to go from one of these JuCos to a Big East (Temple next year) or Big Ten (PSU) program. A majority of the teams in the Suburban League would demolish the local county community college.

If your son is serious about baseball and sees JuCo as a route, check out Gloucester Community College in NJ. There is a poster on the board whose son played there and has moved on to a four year college.
