reliever throws a wild pitch which scores a run that the starter is responsible for (then strikes out the batter for the 3rd out with the next pitch). I know wild pitches make runs earned, but what about when it's somebody else's wild pitch? Can't find it covered in the rules, which makes me think that there is NO exception for that.

That's still an earned run. My son had almost the exact situation a couple of weeks ago. He hit his pitch limit with two out and a runner at 3rd. Reliever came in and threw a wild pitch, allowing the runner to score. My son didn't think he should be charged with an earned run, so I looked it up.
Assuming all runners would be earned runs than any inherited runners that score in a way that would be earned are charged to the pitcher that put them there.
So walk the bags full, get yanked and reliever serves up a gopher ball the first guy gets 3 earned runs.
