Depends. If he would have ultimately scored anyways had the error never happened (for example...2 straight singles after he reached 1B), then yes. Otherwise no.
For any batter who reaches base NOT on the result of an error, reconstruct the inning WITHOUT the error. If the runner would have scored, then it's earned.
Yes, you can get an RBI in that situation, if in the judgement of the official scorer, the run would have scored as a result of putting the ball in play.
Example: A potential sacrifice fly that is dropped in the OF would have been deep enough to score the runner.
Example: Runner at 3rd on a ground ball to the middle IF. In the judgement of the scorer, the only probable play was to 1st base, then award an RBI.
Even in a bases loaded situation where the defense is attempting to turn a double play. If an error is made resulting in only 1 out, award the RBI since the double play cannot be assumed.
