At a recent 12:U tournament, 2 man umpire crew, runner on 1st and 3rd, the batter hits a rocket for what would surely be a single and probably a double, but it hits the field umpire, standing behind the mound, in the shin and rockets into the outfield. The runner at 3rd scores, the runner at 1st moves to 3rd and the batter ends up on 2nd. When the dust settles, he rules that the runner that was at 3rd who scored should return to 3rd, the runner who was on 1st and went to 3rd must go back to 2nd and the batter remain at first.

Is this correct? Why wouldn't the runner at 3rd be allowed to score since the base he was heading to was home? What would happen if the bases were loaded, would the 3b runner be allowed to score then?
